changing power of bikes

i know i cant change anything for the oem pack but i have a ktm 125 where the files are open
in germany 125s are only allowed to have 15hp and i want to change the ktm to 125, can somebody tell me what i have to change to make the power lower?

Theres no reason to restrict the bike even if it is a game
