Advice on how to resolve it?

After spending many hours playing and extensively modding the game, I've recently reinstalled it on a new SSD, only to discover that my game files no longer include a mods folder. Despite creating a mods folder manually and attempting to install mods in the usual manner, none seem to appear in the game. Has anyone experienced this issue, or can anyone offer advice on how to resolve it?
