I Got a new case, ram and ssd, so I did a "rebuild" (really the only upgrade was 32gb 3600mhz ram) with a fresh another fresh install of windows. Since then my issue has been fixed

Do you have those issues in full screen / windowed / borderless? Also if you change texture quality, anisotropic filtering, disable shadows, etc?

I would also have said maybe a HDD starting to die, but if you did a full system reinstall chances are really low that you are installing on the same cluster twice.
