If I have understood him correctly Photoshop and GIMP will be the way to go, I'm not sure tho.
16 bit heightmap programs. Photoshop, GIMP, mud box, and I think earth sculptor might be able to do It also.

Even 3D modelling programs like 3dsmax and Blender can do the job.

Oh cool! I knew they could turn a plane into a heightmap. But didn't know they export in .raw format.

Even if they cannot export directly to RAW, there is plenty of programs to convert a PNG or TIFF to RAW.

Starting fresh on a groomed track on a sunny day, it slowly turns into hardpack track with dynamic surfacing. Or would it just be a feature of terrain deformation?

Unfortunately, unlike asphalt, the terrain will not dynamically change from wet to dry.
The terrain will just deform.

It will be possible to create custom paints for rider / boots / gloves / helmet.
As this thread suggests, it will also possible to create new tracks.

It has been considered, but in the end it was decided to keep MX Bikes about MX / SX only. So no ATV, no speedway, ...
Supermoto is probably more suited as a mod of GP Bikes.

There is no editor at the moment.
It is possible to use any program that can save a 16 bits grayscale image.

To answer the many requests about the release date:
it is not set yet. When it's ready. Hopefully during Q1 2014.
The first release will be an early work in progress build.

Not really.
The plan is to port improvements made for MX Bikes to the other sims sharing the same engine ( GP Bikes, World Racing Series, Kart Racing Pro ).
