slow textures

When ever I ride certain tracks the textures are super smooth and look bad until I get close then they load in, all my driver are up too date and my pc is plenty overkill and shouldn't have a problem running it, I've tried messing with graphic setting and I cant seem to get it too help any recommendations or suggestions would be greatly appreciated.
