We downloaded MX bikes into an external hard drive. The game opens fine and the PiBoSo folder showed up in my documents on the C:
drive. We want to save the mods to the external drive as well, so we followed the instructions to change the global.ini file to reflect the new drive...we copied [mods] folder=E:\MXB\mods into the Global ini file and chose Save. MXB is the folder we added on the E drive and we copied the mods folder from PiBoSo to ensure proper folder structure.
We then installed a simple mod for gloves to test.
We ran MX bikes and the mods aren't there.
We tried installing the mods in the PiBoSo folder on the C: drive and the mods showed up.

What you've shown looks ok, make sure your mods folder and its subfolders are set correctly.
