Might be worth doing this, just to give you a complete fresh start -

Make sure you have view that shows rider movement, there's one were the rider view is fixed and one where is follows the rider as he leans.

Do the OEMs work ok in offline testing? Can't say I've ever seen OEM stopping someone getting online, joining a server maybe but that's a mismatch thing. The master server list is still a problem for all though, it takes a few retries to get the list to show. If you do get totally stumped with this I'm sure we could arrange a DC sesh to try and get your game working normally.

Currently yes, it's a setup per track per bike but you can easily copy a setup from one track to another in game using the "Copy" button in the garage. There's talk of making it so you can just set one setup per bike in a future patch.

Check and see if you have "Windows folder protection" on, it can cause this problem. Also try with a new game profile. If it's not that, try renaming the "Piboso" folder in your docs, then start the game again and see if a new folder is created. If you get a new one, try testing to see if you can save a setup, if you don't get another Piboso folder something on your system is stopping the game writing to files as it needs.

Probably random luck. If you try to connect enough times you'll get a list of servers, probably not a complete one but OEM's are fine.

The master server was not responding yesterday afternoon and wasn't fixed late evening, not sure if it's running again now yet.

What name did you give it? The problem is often with the filename. You could post a link to it here and we can se if it works and maybe spot the problem.

You can extract the files and folders in one go, not sure how you're doing it or what software you use but you must be making a wrong turn there somewhere. Extract, or copy and past, all items within the bikes folder, you can just extract the "bikes" folder and merge it too.

Sounds like your mod tyres are messed up, clear the tyres folder and re-extract the bikes tyres from the latest pack.

The main bike parts etc are protected in the PKZ. But there's also a folder for each bike with a paints folder in that you can use to place custom paints within.
