connection timeout on phone internet

Hello! My home network went down and I use my phone internet connection on my pc now. I use usb to connect my pc to my phone. Now when I join servers it just says connection time out. My friends tried out to disconnect from their home internets and used their phones also and them also got this connection timeout. How to fix this?
